Social Security is not part of the General Budget. Social Security is solely funded by the FICA tax on your paycheck. 
Social Security PAYS for the administration of the welfare system, which is morally wrong for it to come from the Social Security FICA tax. Welfare should be 100% paid for by the general budget.
 
As soon as someone (Elon Musk/Donald Trump/any politician) says in the same sentence "balance the Budget" and "Social Security" they are lying to you.
